FIG Article of the Month – June 2005

 

On the FIG web site each month a paper called the Article of the Month is published. This is a high-level paper focusing on interesting topics to all surveyors. It can be picked up from an FIG conference or another event. The Article of the Month in June is written by Richard Wonnacott from South Africa. Report on the 15th Symposium of the IAG Reference Frame Sub-commission for Europe (EUREF)

 

By invitation of the Austrian colleagues from the Austrian Academy of Sciences Headquarters Vienna, the Space Research Institute Graz and the Federal Office of Metrology and Surveying (BEV) the symposium was held from June 1-4, 2005, the EUREF Sub-commission held its 15th Symposium in Vienna/Austria. The EUREF Technical Working Group (TWG) met as usual the day before the beginning of the symposium, i.e. on May 31.

The symposium took place in the splendid audience hall of th e Austrian Academy of Sciences. Altogether 132 geodesists representing 27 European countries met for this 2005 annual EUREF symposium.

The session was opened by the chairman of the Local Organizing Committee, P. Pesec. Welcome addresses were given by representatives of the host organisations and IAG, Z. Altamimi, President of IAG Sub-Commission on Regional Reference Frames.

The scientific programme was subdivided into 7 sessions for oral presentations. The sessions were dedicated as usual to the topics

  1. Activities of the EUREF Technical Working Group (TWG) / Status of the EUREF Permanent Network (EPN) (5 reports)
  2. EUREF Permanent Network (EPN): analysis and projects (7)
  3. EPN-related applications (10)
  4. Implementation of ETRS89 / ETRF Improvements (7)
  5. European Vertical Reference System (EVRS) / Height Systems (6)
  6. National Reports (24)
  7. Other EUREF-related contributions (3).

Further 16 posters were presented. As successfully practised since several years, a special session was held by the Expert Group on Geodesy (ExG-G) of EuroGeographics.

 

The arrangement of the oral presentations is determined by the following considerations:

  • The main mission of EUREF, i.e. the establishment and maintenance of the geodetic reference frames in Europe, comprising the improvements and maintenance of ETRS89 and its realization, the EPN and the European vertical system. An interesting note Can EU law benefit Geodesy? in this context was given by C. Calvert.
  • Applications of EUREF outside the geodetic community such as meteorological applications as well as the cooperation between geodesy and meteorology in general. In this context the invited paper EGVAP Meteorology and geodesy synergy by E. Vedel has to be mentioned.
  • Implications of EUREF especially related with the community involved in geospatial information. In this context the EuroGeographics, Geo-Rail, EuroBoundaries projects and the INSPIRE initiative of the European Commission are to be emphasized.
  • The exchange of ideas with the user community, ranging from surveying professionals to equipment manufacturers.
  • The presentation of the National Reports as demonstration of the achievements on internal level and future plans.

Basing on the presentations and the discussions during the symposium, the Sub-commission adopted six resolutions (cf. annex).

The scientific sessions were accompanied by a social programme with impressive arrangements of Austrian hospitality and Viennese culture.

By courtesy of the Latvian colleagues the EUREF Sub-commission is invited to hold its 2006 symposium in Riga.

Resolutions – EUREF 2005

 

Resolution 1

The IAG Reference Frame Sub-commission for Europe (EUREF)

 

considering the importance of

  • using individual antenna calibration models for the EUREF Permanent GPS Network (EPN) and EUREF campaigns
  • the improvement in results when absolute calibrations are employed
  • having consistent standards in these matters

 

invites the International GPS Service (IGS) and EPN to consider the timely introduction of standards for these techniques

 

Resolution 2

The IAG Reference Frame Sub-commission for Europe (EUREF)

 

recognising the need for reliable and timely Global Navigation Satellite System (GNSS) data flow

 

and acknowledging recent efforts to improve the EPN data flow

 

however noting that reliability and latency issues still exist in the data flow

 

urges EPN station managers to improve the latency and reliability of their data uploads in accordance with EPN guidelines.

 

Resolution 3

The IAG Reference Frame Sub-commission for Europe (EUREF)

 

acknowledging the efforts of the European National Mapping Agencies (NMAs) in contributing to the Unified European Levelling Network (UELN) and European Combined Geodetic Network (ECGN) projects for the current European Vertical Reference System (EVRS) realisation

 

and notingthe need for a new realisation of EVRS

 

asks

  • NMAs to provide any new levelling data for UELN 2006 and information on national height reference and ECGN points for the new EVRS realisation
  • owners of absolute gravimeters involved in ECGN to provide the meta data information of their gravity measurements to the ECGN working group and to make available the campaign data files from their own data base.

 

Resolution 4

The IAG Reference Frame Sub-commission for Europe (EUREF)

 

noting that Networked Transport of RTCM via Internet Protocol (NTRIP) recently became an RTCM standard for streaming GNSS data in real-time over IP networks and that NTRIP supporting reference station equipment is now readily available

 

and considering the growing global need for real-time access to high-rate GNSS data for the determination of real-time satellite orbits and clocks, atmospheric delays, disaster monitoring etc

 

asks the member countries to support these activities by streaming carrier phase data from EPN stations through the Internet using the NTRIP standard, within the framework of the EUREF-IP project.

 

Resolution 5

The IAG Reference Frame Sub-commission for Europe (EUREF)

 

considering the widespread adoption of the European Terrestrial Reference System 1989 (ETRS89) within Europe

 

encourages NMAs and National Cadastral Agencies to raise public awareness of ETRS89 as the recommended European system for geo referencing activities.

 

Resolution 6

The IAG Reference Frame Sub-commission for Europe (EUREF)

which held its fifteenth symposium in Vienna from June 1 – 4 2005

expresses its heartfelt thanks to the Local Organising Committee, its chairman Peter Pešec as well as the Austrian Academy of Sciences Headquarters Vienna, the Space Research Institute Graz and the Federal Office of Metrology and Surveying for organising the symposium and for the excellent arrangements resulting in a very successful meeting.
