Report of the IAG Review Committee for the Period 2003-2007

 

In May 2004, the IAG President Gerhard Beutler established the IAG Review Committee by appointing Klaus-Peter Schwarz (Canada) as chairman and Luiz Fortes (Brazil), Don Grant (New Zealand), and Pascal Willis (France) as members of the Committee. Work of the Committee commenced in January 2005 on the following subjects:

  • a letter by JoAnn Joselyn, the IUGG Secretary General, pointing out discrepancies between the Statutes and Bylaws of the IUGG and the IAG,
  • questions concerning individual membership in the IAG, and
  • the question whether the COB director should be appointed or elected.

Discussion of these topics was done by e-mail. By the middle of the year good progress had been made on all three topics, and it was decided that a meeting of the Committee at the IAG Scientific Assembly meeting in Cairns would be useful. Marcelo Santos, who had circulated a discussion paper on the topic of individual membership, was invited to attend the Committee meeting. After some stimulating discussion, it was agreed that

  • the concerns expressed by the IUGG Secretary General had been answered,
  • direct involvement of individual IAG members was possible in sub-commissions and study groups but not in commissions,
  • the procedure for the COB director should closely follow that for the IAG Secretary General, i.e. the director should be elected.


After including these changes into the existing IAG Statutes and Bylaws, a letter was sent to all IAG officers in August 2005 inviting their input into the work of the Committee. With one exception, there was no response to this letter in either 2005 or 2006.

In December 2006 Don Grant proposed that the Committee should consider a major restructuring of the Statutes and Bylaws in order to improve functionality and detect inconsistencies. The members of the Committee were unanimous in supporting the proposal. Don Grant offered to provide a first draft. After a period of intense e-mail interaction, the restructuring was completed in time for the deadline (end of February 2007). The new Statutes and Bylaws were sent to the IAG Secretary General with the request to forward them to the Council members. The document was structured in such a way that the

  • proposed new Statutes and Bylaws,
  • Statutes and Bylaws as published in the Geodesist’s Handbook 2004, and
  • reasons for making changes to the 2004 version
    were shown side by side in three columns to facilitate comparisons.


This document was also presented to the IAG Executive at its meeting in Vienna on April 16, 2007. Detailed discussions took place and some significant changes were made to the version mailed out in February. The changes recommended by the EC were incorporated as corrections to the February 2007 copy and were forwarded to the Secretary General on June 18, 2007 for distribution to the Council members. This version was presented to the IAG Council at its meetings on July 2 and 9, 2007 during the IAG General Assembly meeting in Perugia, Italy. It was adopted as the July 9 version with a few additional changes made at that meeting and in the final editing. The latter was necessary because of changes adopted on July 9, 2007.

Compared to the 2004 version of the Statutes and Bylaws, the following changes were made to the Statutes:

  • Statute 1: Definition of geodesy
  • Statute 5: Roles of GGOS and COB
  • Statute 6: Membership
  • Statutes 6, 7, 12: Roles of Council, Bureau, and Executive Committee
  • Statutes 8 to 11: Responsibilities of Bureau members
  • Statute 13: Roles of delegates and correspondents


Similarly, significant changes were made to the Bylaws. They are as follows:

  • Bylaw 1: GGOS and COB defined as components
  • Bylaw 3 to 5: Composition of Component and Commission Steering Committees
  • Bylaws 13&14: Clarification of the role of the Services
  • Bylaw 15: Definition and role of GGOS
  • Bylaw 16: Composition of IAG Project Steering Committee
  • Bylaw 21: IAG Individual Membership


In addition to the significant changes listed above, a large numbers of minor corrections were made to improve the clarity of the documents and eliminate typing and referencing errors. After the new Statutes and Bylaws had been accepted, a team consisting of P. Willis, F. Barlier, and S. Durand translated the documents into French. Their efficient work is greatly appreciated. A special note of thanks goes to the members of the Review Committee, who put so much time and energy into this task.

The Faculty of Science and Engineering, York University, Toronto, Ontario, Canada is seeking applications for one tenure-track professorial stream position in Geomatics Engineering. Preference will be given to candidates who have achieved excellence in research areas that complement the ongoing research activity at York University. Geomatics Engineering and Earth Science research is carried out within the Department of Earth and Space Science and Engineering (www.yorku.ca/esse). Current research includes remote sensing of Earth’s surface and atmosphere from space, development of technology for lidar and spectroscopic techniques in remote sensing, synthetic aperture radar, space geodesy and geodynamics, positioning and navigation, geological applications of Geographical Information Systems (GIS) and the development of new GIS techniques.

Applications for an Assistant Professor appointment are invited from candidates with expertise in one of the following specializations: Geographic Information Systems (GIS) with emphasis on, e.g., web-based 3D and 4D GIS, sensor web, participatory GIS, mobile GIS and location-based services and data visualization; or geodynamics and/or geophysics with a focus on airborne and satellite-based applications.

The candidate must hold earned undergraduate and PhD degrees in Engineering, or a closely related discipline. The successful candidate shall demonstrate commitment to the engineering profession by being licensed as a Professional Engineer, or by becoming licensed soon after appointment. The successful candidate will be expected to develop strong, externally funded research programs, and contribute to teaching Engineering courses at the undergraduate and graduate levels. The successful candidate should be eligible for appointment to the Faculty of Graduate Studies. This position is to commence July 1, 2008, and is subject to budgetary approval.

The work of Torben Krarup is a pillar of the foundations of Physical Geodesy.

Due to the character of this author many of his papers have been published only informally or even only given in hand written form to friends. I think that the famous letters on Molodensky’s problem, that were really never published before, have been the most important contribution to the subject, after the original paper by Molodensky, Yurkina and Eremeiev, for several decades.

So due merit should be given to Kai Borre for taking the burden of collecting most of the work of Krarup in a book. I hope this will be influential for the new generations of young scientists working in Geodesy, as it has been for me. Torben Krarup has been an older dear friend for me; he has never been directly my teacher but his ideas have always strongly excited my scientific curiosity, urging me to go deeper into the understanding of difficult problems related to potential theory, but, on the same time, to look with interest at many different questions of our science, even the most classical as, for instance, the item of network adjustment.

So, many are the facets of geodesy one can find in the book, but I’ll try to assess what are in my opinion the major achievements, from the general theoretical point of view.

These, I believe, are three:

 

1)       the first and most important is the capability of looking at spaces of functions harmonic on different sets, all together. As an example, the density properties of the range of the restriction operator leading to the famous Runge-Krarup theorem, have laid the foundations of collocation theory. But even more important has been the statement that spaces of harmonic functions should be studied with the tools of topological spaces, so that many results have been derived at once for all compatible Hilbert spaces, following Krarup’s terminology,

2)       the idea of integrated geodesy basically stating that all geodetic problems, with finite or infinite dimensional unknowns could and should be treated in one and the same way under the same optimization principle,

3)       the concept that everything in geodesy could be expressed in both discrete or continuous terms and in such a way that the corresponding theories could be always transformed one into the other. This has lead on one side to beautiful results on the problem of convergence of collocation solutions, on the other and almost opposite side, to the elegant theory of continuous geodetic networks.

 

Let me express my warmest wish that young geodesists will understand how important it is to continue this work and new passion will boost a novel era of enhancement of Geodetic Theory.
